Is Florida the first state to bar welfare cash for ‘nonessential’ items?

    Claim:

In August 2026, Florida became the first U.S. state to bar recipients of welfare cash assistance from spending it on tattoos, vaping products, theme park tickets and other “nonessential” items.

    Rating:

    Mixture

    What’s True

The claim is correct in that Florida became the first state to implement item-specific restrictions for recipients of its Temporary Assistance for Needy Families program at the point of sale. However …

    What’s False

… other states across the U.S. also block similar purchases through other means. So while the claim is technically correct, Florida is not the first state to block the purchase of certain kinds of items using government funds through other means.

In September 2026, a claim circulated online that Florida had become the first U.S. state to bar recipients of temporary cash assistance from spending it on “nonessential” items such as tattoos, tobacco, drugs, pornography and more.

For example, one popular Facebook post with more than 120,000 likes reads, in part (archived):

The program, funded through the federal TANF [Temporary Assistance for Needy Families] program and delivered via EBT [electronic benefit transfer] cards, gives eligible families with children under 18 an average of about $250 a month for basic living costs. Under the amended plan, that money can no longer go toward tobacco and nicotine products, vaping devices, drugs or intoxicants, p*rnography, video games, theme park admission, entertainment subscriptions, tattoos and body piercings, spa and tanning services, or psychic and fortune-telling services.

(Facebook user It’s A Guy Thing)

In short, the claim is correct in that Florida has become the first state to implement item-specific restrictions for TANF recipients at the point of sale, but other states across the U.S. also block similar purchases through other means. So while the claim is technically correct, Florida is not the first state to block the purchase of certain kinds of items using government funds through other means.

Some posts, such as the one above, do not specify the date that the change took place — potentially misleading people into believing the change occurred in September. Florida Governor Ron DeSantis actually first announced the move on Aug. 24, 2026 (archived).

In a news release published that same day, De Santis said (archived):

Florida has become the first in the nation to set guardrails on our TANF State Plan to stop these taxpayer-funded benefits from being used to purchase inappropriate, luxury, and non-essential goods and services. Taxpayer-funded assistance should help families put food on the table, keep the lights on, purchase clothing, provide for their children and overcome barriers on the path toward independence. We will continue supporting Floridians who genuinely need assistance, while working to improve accountability and transparency so that these programs operate as intended.

The full list of new prohibited products was outlined in the 2026-2028 Florida TANF State Plan as follows:

    • Tobacco, Nicotine, Vaping and other associated products
    • Drugs, intoxicants, and related products
    • Pornography, sexually explicit materials, and adult-oriented goods or services
    • Entertainment goods, subscriptions, and services such as video games, entertainment tickets, theme parks, and subscriptions/memberships
    • Body art, jewelry and body piercings, cosmetic services and luxury items such as tattoos, spa services, and tanning
    • Psychic, fortune-telling and divination goods or services
    • Political contributions
    • Lottery tickets and entries, sports wagers and bets
    • Soda
    • Energy drinks
    • Candy
    • Ultra-processed prepared desserts

Further down in De Santis’ announcement, it notes that the state already prohibits several kinds of items using welfare assistance:

Florida already prohibits EBT card use or acceptance for alcohol purchases and transactions at adult entertainment establishments, pari-mutuel wagering facilities, slot machine facilities, commercial bingo establishments and casinos or gaming facilities. Florida’s EBT vendor blocks point-of-sale transactions at those businesses and ATM transactions at prohibited locations. The first-in-the-nation policy expands those controls to additional items and services at eligible retailers.

Other states, such as Kansas and Virginia, also prohibit the purchase of items such as tattoos and tobacco products using TANF benefits, with violators potentially facing penalties after making such purchases.

The difference between Florida and other states is that it amended its existing limits for purchases at certain locations (such as liquor stores or casinos) to include the use of temporary cash assistance for specific items at the point of sale (PDF page 69).

Some items, including drugs such as recreational marijuana, are already criminalized in the state of Florida.

  • After ‘I Swear’ Scores 7 BAFTA Scotland Nods, Tourette’s Campaigner John Davidson to Watch Ceremony From ‘Separate’ Area Within Venue Following N-Word Controversy

More than six months after the British Academy faced one of its biggest controversies in years after the N-word was shouted out during the BAFTA Film awards ceremony, BAFTA has had to revisit the moment as it contends with the upcoming BAFTA Scotland awards.

The incident — which came to significantly overshadow the 2026 awards ceremony on Feb. 22 — saw John Davidson, the Tourette syndrome activist and inspiration for the film “I Swear,” involuntarily shout the racial slur while Michael B. Jordan and Delroy Lindo were on stage to present the first award of the evening.

“I Swear” has now been nominated for seven BAFTA Scotland awards, considered the most in the awards’ history. Following the nominations announcement on Thursday, a letter to members from chair Sara Putt and CEO Jane Millichip, confirmed that major considerations had been undertaken to allow Davidson to attend the upcoming ceremony on Nov. 15 in Glasgow.

BAFTA said that there had been consultations with organizations such as Tourettes Action and Tourette Scotland and with Davidson. “Following those conversations and our wider risk assessment, we have made adjustments to enable John to attend in the way he has suggested to us, which is to watch the ceremony via video link from a separate relaxed space within the venue together with his family and friends,” it said.

An independent review ordered by BAFTA in the wake of the incident concluded that that there were a “number of structural weaknesses in BAFTA’s planning, escalation procedures and crisis coordination arrangements,” but found no evidence of “malicious intent” or “institutional racism.”

The letter to members sent Thursday highlighted this and said the British Academy had since “worked extensively and consulted widely” to learn from what happened and the “racial harm experienced by our community” and to make its awards as “inclusive and as safe as possible.”

    See the full letter below.

As the BAFTA Awards season is now underway, with the Cymru Awards set to take place on Sunday, quickly followed by the Scotland Awards in November, we wanted to take this opportunity to update you on the work BAFTA has undertaken since the Film Awards earlier this year.

The independent review commissioned by the Board in March identified specific areas for improvement. Since then, the BAFTA team has worked extensively and consulted widely on best practice to learn from what happened in February and the racial harm experienced by our community, and to make our Awards events as inclusive and as safe as possible.

We have strengthened and centralised our safeguarding, risk assessment and compliance processes, creating a more connected, intersectional and cross-organisational approach to live event planning. We have also simplified communication and escalation routes so concerns can reach the right people quickly, and strengthened briefings for everyone working with us, including hosts, presenters and citation readers.

With all our guests in mind, we have sought independent advice on inclusion and accessibility best practice from a range of experts. There is no ‘one size fits all’ approach and adjustments should always be tailored, so our planning will aim to better understand individual requirements and consider how this can be supported alongside the safety and dignity of everyone attending. Where adjustments are possible, we will work closely with individuals, supported by experienced access coordinators, to accommodate them.

We recognise that rebuilding trust requires more than changing processes. The review also challenged us to strengthen BAFTA’s cultural understanding and capability. We have engaged with organisations and experts with experience across race, disability, inclusion and international cultural context and we are developing further training for our staff. This work continues.

For the upcoming BAFTA Scotland Awards, for which I Swear has received seven nominations, we have worked with both safeguarding and inclusion experts to consider the arrangements necessary to enable John Davidson MBE, whose life inspired I Swear and who is an Executive Producer of the film, to participate in the safest way possible for all.

We have consulted organisations including Tourettes Action and Tourette Scotland and, most importantly, we have been speaking directly to John. Following those conversations and our wider risk assessment, we have made adjustments to enable John to attend in the way he has suggested to us, which is to watch the ceremony via video link from a separate relaxed space within the venue together with his family and friends.

John has Tourette Syndrome and experiences coprolalia, a type of vocal tic involving the involuntary expression of socially inappropriate words or phrases. These vocalisations, like all tics, are neurological in origin, occur outside of the individual’s control, and do not reflect a person’s views, beliefs, character or intentions.

At the same time, we know that involuntary vocal tics involving words relating to race, religion, sexuality or other protected characteristics can cause distress and harm to others, and it is BAFTA’s responsibility to plan for and mitigate any such impact on our guests.

We take this very seriously. These changes reflect a broader principle we are embedding in our Awards planning: listening to people about their needs, preparing carefully, and creating an environment in which everyone is treated with dignity and respect.

We know that no live event can be entirely risk-free. We will continue to test our processes, review how they operate in practice and be accountable for improving them. We will do everything we can to make sure every guest feels safe, welcome, and included at our Awards.

Thank you to the members, committees, advisers, community organisations and external experts who have challenged us, shared their experience and helped us improve.

    With best wishes

    Sara and Jane

  • Company That Used Bitcoin as Collateral Changes Course: 267.3 BTC Sold for Debt! Here Are the Details

Company That Used Bitcoin as Collateral Changes Course: 267.3 BTC Sold for Debt! Here Are the Details

It was specifically stated that the sale did not result from a margin call or an unscheduled forced liquidation. The transaction was explained as having been conducted by mutual agreement between the parties during the September 24th renewal period predetermined in the loan agreement. Therefore, the Bitcoin sale reported in the news should not be interpreted as the company panicking and selling off all its assets on the open market.

With this move, PowerCompute reduced its secured debt from $19.4 million on June 30 to approximately $1.25 million. The company reported that as of September 25, it held approximately 62 Bitcoin, which, at the $84,500 price used in the announcement, was worth approximately $5.2 million.

The management’s new strategy is also noteworthy. PowerCompute plans to go down the path of treating Bitcoin not as a leveraged treasury asset to be grown through debt, but as working capital that can be used for equipment purchases, operations, and company growth.

This development has brought the risks of publicly traded companies’ Bitcoin strategies back into focus. While Bitcoin-backed debt can provide capital during bull runs, it can also expose companies to additional collateral requirements or selling pressure during price declines.

  • MetaMask security incident forces Ethereum staking exits, no funds at risk

MetaMask security incident forces Ethereum staking exits, no funds at risk

MetaMask is pulling Ethereum staking systems out of service after a security incident, with Lido warning of lost rewards and a security researcher reporting that payments from producing blocks were diverted to another wallet.

The cryptocurrency wallet provider, which also operates staking services, disclosed Wednesday that the incident affected part of its infrastructure, adding it exited affected validators — or the computers that help check Ethereum transactions — as a precaution.

“At this time, we have identified no immediate threat to MetaMask wallets,” the company said.

Ethereum security researcher Kaden said on X that 18 of 19 MetaMask-operated validators that had earned payments for producing blocks sent those payments to an unexpected address. He estimated about 0.36 $ETH had been diverted.

Kaden’s analysis put the precautionary exits at roughly 17,000 validators holding about 523,000 $ETH. MetaMask has not confirmed those figures or published an explanation of how its systems were compromised as of Asian afternoon hours Thursday.

Staking lets holders earn $ETH by committing their coins to help secure Ethereum. Operators such as MetaMask run the computers that do the work, while customers retain separate control over where their staked coins can be withdrawn.

  • A New Era Begins for Dogecoin: Smart Contract Network Powered by DOGE Launched!

A New Era Begins for Dogecoin: Smart Contract Network Powered by DOGE Launched!

The new system doesn’t directly change Dogecoin’s base network. While applications run on the DogeOS layer, the network’s state is tied to Dogecoin. Therefore, the launch of the test network doesn’t mean the Dogecoin mainchain is now natively running Ethereum smart contracts.

In the current structure, Dogecoin miners do not directly verify the zero-knowledge proofs generated by DogeOS. The network uses a permissioned sequencer, a validator group, and a trusted execution environment. For changes in the bridge state to be considered valid, correct cryptographic proof, as well as the signatures of the majority of validators and the trusted execution environment, are required.

The DogeOS team proposed a separate update in July 2025 that would add zero-knowledge proof-of-confirmation functionality to Dogecoin Core. However, this change has not yet been implemented on the Dogecoin mainnet.

The project is backed by the team that developed the MyDoge wallet. DogeOS received $6.9 million in funding in May 2025, led by Polychain Capital. The launch date for the mainnet has not been announced. Therefore, the current environment should be used more for developer testing than for transactions with real value.

  • Cardano Secures Major Partner from Brazil: Oil Giant Brings Aviation Fuel to Blockchain! Here Are the Details

Developed by Petrobras, the system represents each sustainable aviation fuel characteristic with a standardized token on Cardano. Tokens can be created, transferred, and permanently retired once the environmental benefit has been used up. This aims to prevent the same emission reduction from being claimed a second time.

Passengers can also enter their departure and arrival airports into the system to calculate the environmental benefit associated with their flight. They can then receive a verifiable document linked to a source fuel certificate.

The second project focuses on Diesel R, a product containing renewable raw materials such as vegetable or animal fats. The plan is to record data on Cardano throughout the fuel’s production, transportation, and usage phases. This data can help companies report indirect emissions from their suppliers and customers.

Both studies are still in the research phase. Neither Petrobras nor the Cardano Foundation has announced a date for large-scale commercial use of the systems. The amount of fuel being monitored and whether the projects will have a direct impact on ADA usage have also not yet been specified.
